The Power Pack+ is 28 Wh (~7,600 mAh). The XL+ version increases capacity to 49 Wh (~13,200 mAh).

It’s designed for Lezyne USB-C front LEDs (e.g., Mega Drive 2400+, Super Drive 1800+). It is different from the older non-USB-C pack.

Can it charge other devices?

Yes. It works as a USB-C PD power bank for devices like GPS units and smartphones.
